What is the €250K route
The lowest qualifying threshold available under the Greek Golden Visa programme, restricted to commercial-to residential conversion and heritage restoration project types.
To qualify at €250K, the property must be either a commercial-to-residential conversion or the restoration of a legally listed or heritage building. Standard residential purchases do not qualify at this threshold.
This €250K Golden Visa route is available anywhere in Greece, including prime zones such as central Athens, Piraeus, and the Athenian Riviera, where standard residential purchases would otherwise require €800K. Multiple units within the same project are permitted at this threshold. The 120 m² minimum size rule does not apply.
The €250K Greek Golden Visa route is the most popular for investors prioritising EU residency and capital efficiency over a specific property type or location.
What common pitfalls
do we screen for
Most Golden Visa agencies hand you a brochure. Our independent due diligence is built around the issues that quietly derail Greek property purchases under the commercial-to-residential conversion route.
Unclear or contested title
Your legal team verifies ownership history, encumbrances, and any registered claims at the Land Registry and Cadastral office.
Unauthorised constructions
Older Greek properties frequently contain extensions or modifications without permits. Your legal team checks building permits and certificates against the actual building.
Outstanding tax or municipal liabilities
Unresolved ENFIA, transfer tax, or municipal debts attached to the property must be cleared before transfer.
Hidden structural issues
Where applicable, independent surveyor reports are coordinated before the binding purchase agreement.
Slow bureaucracy
Your legal team anticipates Land Registry, notary, and tax office timing in the project plan rather than letting it derail completion.
How to choose the best property
Greek Golden Visa has to offer
Choosing a Greek property isn't about chasing the lowest price per square metre or the glossiest brochure. It's about aligning the investment with your timeline, legal safety, and long-term value. Despite that, many agencies recommend properties that pay the highest commission, surface the same five to ten projects across every directory, and rely on developer-supplied marketing materials. We go deeper. We analyse every active €250K-threshold developer across 36 data points in 6 categories, and extend the same framework to full-market bespoke searches beyond the €250K route.
General Market Approach
Surface-Level Data
5 to 10 projects that appear repeatedly across all directories, usually the ones paying the highest commissions.

Is the €250K route a good investment or just a visa
The €250K conversion route serves Golden Visa residency goals well and remains the entry point into the Greece programme for the majority of applicants. Whether it is also a good investment depends on the specific project structure. Two structures dominate the market, each with distinct trade-offs.
| Off-Plan Conversion | Restoration of Listed Building |
|---|---|
| Construction-stage purchase | Renovation-stage purchase |
| Developer-led | Often heritage-led |
| Standardised unit grid | Bespoke unit configuration |
| Faster delivery typically | Longer renovation timelines |
| Lower architectural distinctiveness | Higher cultural value |
| Stronger rental yield potential | Stronger long-term capital appreciation |
Within these two structures, six neighbourhood archetypes dominate the active supply.
Historic Athens core
Plaka, Monastiraki, Psyrri, Thiseio. Cultural heritage zones, tourism-driven demand, restoration projects, premium per square metre.
Working Athens neighbourhoods
Pangrati, Kypseli, Kolonos, Patissia. Strong gentrification trends, conversion supply, lower entry points, growing rental demand.
Athenian Riviera
Glyfada, Voula, Vouliagmeni adjacent areas. Coastal premium, family-driven demand, high rental yields, infrastructure pipeline.
Piraeus port and waterfront
Piraeus, Kastella, Pasalimani. Port redevelopment driving uplift, transport links, mixed-use evolution, cruise-driven economy.
South Athens emerging zones
Kallithea, Nea Smyrni, Palaio Faliro. Suburb premium, family infrastructure, transport access, less saturated than the Riviera.
Thessaloniki conversion projects
Central Thessaloniki, Kalamaria. Greece’s second city, lower per-square-metre prices, strong student and rental markets, growing tourism.

€250K Greek Golden Visa Route:
Frequently Asked Questions
The €250,000 route requires the property to be either a commercial-to-residential conversion project or the restoration of a legally listed or heritage building. Location does not matter at this threshold. A qualifying conversion project in central Athens, Piraeus, or any island still qualifies at €250,000, even where standard residential purchases would otherwise require €800,000. Multiple units within the same project are permitted, and the 120 m² minimum size rule does not apply to this tier.
Mortgages are not permitted for the qualifying portion. The €250,000 minimum must come from funds outside Greece, paid in full in cash and unencumbered. A mortgage may apply only to amounts above the threshold. Greek banks do not offer mortgages to non-residents for Golden Visa qualifying purchases.
The €250,000 conversion or restoration route allows multiple units within the same qualifying project. The €250,000 minimum must always be reached at the project level. The €400,000 and €800,000 routes require a single property of at least 120 m² and do not allow combining smaller properties.

Expect roughly 7% to 10% of the property price in additional costs. The main components are property transfer tax (3% of declared value), notary fees (1% to 2%), land registry and cadastral fees (around 0.6%), legal fees, government application fees of €2,000 for the main investor and €150 per family member, translations and apostilles, mandatory health insurance, and Power of Attorney costs. New builds may carry 24% VAT in addition, currently suspended until 31 December 2026.
Yes, several taxes apply. A 3% property transfer tax is paid on the declared property value at notarial signing. New builds are subject to 24% VAT instead of transfer tax in some cases, currently suspended until 31 December 2026. Annual property tax (ENFIA) applies to all property owners regardless of residency. If you rent out the property, rental income is taxed at progressive rates from 15% to 45%.
